Purpose
The purpose of this memo is to recommend approval of a Utility Relocation Agreement (COF Contract 2014-0308) for the Century Court and Beasley Drive Connector Project with Middle Tennessee Electric Membership Corporation.  
 
Background
On April 24, 2012 the Board of Mayor and Aldermen approved Ordinance 2012-20 "An Ordinance to Adopt the FY 2011-2015 Capital Investment Program (CIP) and the Top Ten (10) Board of Mayor and Aldermen Priorities with Associated Funding Plan".  This ordinance approved the funding for Century Court - Beasley Drive Connector Project in the amount of $462,505.  This funding included $25,000 for the utility relocations associated with Middle Tennessee Electric Membership Corporation.  City Staff has been working with Middle Tennessee Electric Membership Corporation to redesign their infrastructure to accommodate our project.  At this time the design is complete and Middle Tennessee Electric Membership Corporation has provide City Staff with a utility relocation contract and an estimated cost for relocation in the amount of $64,700.  Following the approval of this contract it will take Middle Tennessee Electric Membership Corporation approximately 120 days for material acquisition and construction.  City Staff's goal is to bid this project out and start construction in March of 2015.
 
Financial Impact
The estimated relocation cost associated with this project is $64,700.  This includes $20,000 for right of way acquisition.  This amount is $39,700.00 more than what was approved as part of the FY 2011-2015 Capital Investment Program.
 
Recommendation
Staff recommends approval of the utility relocation agreement (COF Contract 2014-0308) for the Century Court and Beasley Drive Connector Project with Middle Tennessee Electric Membership Corporation.
