Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a resolution to accept and recommend approval of the 2016 Multimodal Major Thoroughfare Plan to the Franklin Municipal Planning Commission.
Background
The City of Franklin is one of the fastest growing communities in the state and has experienced continual growth and development since the 1980s. This growth pattern is expected to continue over the next several years, placing increased demands on the City’s transportation network. The 2016 Multimodal Major Thoroughfare Plan (e.g. Comprehensive Transportation Network Plan) is intended to serve as a long range planning guide for multi-modal transportation in the City of Franklin. The recommendations in this plan stretch through the year 2040. The basic goals and objectives of this transportation plan are:
• Plan for a safe, convenient and efficient multi-modal transportation network in the City of Franklin,
• Identify key multi-modal transportation needs through the year 2040,
• Evaluate, prioritize and provide recommendations for future transportation projects, including: streets, sidewalks, multi-use paths and mass transit,
• Coordinate transportation and land use planning, and
• Enhance the transportation network’s contribution to the economic vitality of the City.
