CIP Update and Discussion of CIP Process and Second Tier Projects.

Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning funded CIP projects and the second tier of projects.
Background
The Board of Mayor and Aldermen unanimously approved Resolution 2016-69, "A Resolution to Adopt the Project List for Phase I of the FY 2017-2026 CIP (Capital Investment Program)" on October 25, 2016.
This resolution approved funding for the following projects:
1. East McEwen (Phase IV) $27,478,800
2. East / Southeast Multipurpose Park $13,200,000
3. Sidewalk "Gaps" $ 1,250,000
4. Fire Station 7 $ 4,330,000
5. Franklin Road Improvements $14,340,000
6. Goose Creek Interchange Lighting $ 870,000
7. Major Street Resurfacing $ 5,400,000
8. Public Safety Communications System $ 4,600,000
9. Mallory Station/Royal Oaks/Liberty Pike Intersection Improvements (Phase 1) $ 2,200,000
At this point, we are ready to initiate the discussions concerning the second tier of projects and specifically discuss projects that would add capacity to our transportation network and other high priority projects that should be considered by the Board of Mayor and Aldermen.
Schedule
The schedule, as currently proposed, for finalizing the Second Tier Projects is as follows:
* December 2016
Presentation on second tier and priority projects for the FY2017-2026 CIP
* January 2017
Continued discussion on second tier projects.
* February 2017 - March 2017
Capacity and funding model discussions.
* April 2017
Selection and final approval of second tier projects.
Approval of Resolution to finalize the FY 2017-2026 CIP
