Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the schedule of meetings, events and deliverables for the development of the FY 2017-2018 Operating Budget.
Background
Every year at this time the Budget & Finance Committee begins its review of the upcoming Fiscal Year’s proposed plan of revenues, expenditures and services - otherwise known as the budget. This year’s process and calendar proposes no major changes. To summarize, the next six months would include:
- January: Introduction of Revenues and Calendar
- February: Departmental Budget Hearings
- March: Departmental Budget Hearings
- April: Departmental Budget Hearings
- May: City Administrator submits Proposed FY 2017-2018 Operating & Capital Budget
- June: Public Hearings and Final Approval on next Fiscal Year’s Budget
A detailed calendar of meetings and deadlines - internal to staff and external to committee members - is attached.
One item which the committee should consider is the start date for meetings. The calendar pre-supposes that meetings for at least February and March begin at 3:00, ensuring their completion by 6:00 as the meetings which contain departmental budget presentations are usually the longest of the year.
