Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 3 to the SSR Professional Services Agreement for the Water Treatment Plant Modifications project for the additional work requested by the City.

Background
On November 27, 2012, the BOMA approved the Professional Services Agreement (COF Contract No. 2012-0183) with SSR for the design of the Water Treatment Plan Modifications (WTP) project. Since that time BOMA has approved two (2) Amendments to this Agreement. The first Amendment was approved on June 25, 201 to add the design services for an upgrade to the Raw Water Intake and Pump Station associated with the WTP. Amendment No. 2 was approved on January 14, 2014 to add to the agreement the design, bid and installation work required to have the interim Ultraviolent (UV) disinfection treatment upgrade to the WTP to meet the Environmental Protection Agency's Long Term Surface Treatment Rule.

The proposed Amendment No. 3 is in order to include the work necessary for the pre-selection process of the hollow fiber membrane filtration system (Membrane) that is to be employed at the WTP. This pre-selection process is needed due to each different manufacturer of Membrane equipment requiring a different designed facility for their equipment. Also included in this Amendment is the design efforts needed for the inclusion of other alternative treatment solutions, such as the Advanced Oxidation Process (AOP), selected by staff to better enhance the capabilities of the WTP...
