Purpose
The purpose of this memorandum is to bring forward to the Board of Mayor and Aldermen (BOMA) an Offsite Water Quality and Detention Agreement between the City of Franklin and Harpeth Associates LLC.
Background
The Harpeth Associates LLC, is currently proposing to construct a major development in the downtown area. The development includes the following building square footage: 70,000 SF Hotel: 220,000 SF Apartments, 6,000SF of Restaurants and 19,500 SF Retail. This proposed density will make this project extremely difficult to comply with current City of Franklin Stormwater regulations. In an effort to work with the Developer to find a good solution, City staff has proposed to allow the developer to construct an offsite detention/water quality pond on the Bicentennial Park Property. This offsite detention/water quality pond is included in the Bicentennial Master Plan. COF Contract No. 2014-0298 has been proposed to provide the developer with an option to move forward and comply with all City stormwater regulations.
