Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning an annexation request for the property located at 1268 Lewisburg Pike.
Background
The property being considered is the former Henpeck Market site. It is not contiguous to the City limits and is within the City’s Urban Growth Boundary (UGB). As part of the Interlocal Agreement with Williamson County Schools to extend the City’s waste water line to Oak View Elementary School, sewer will soon be available to the 1268 Lewisburg Pike property, as well. Also as part of the Interlocal Agreement, WCS agreed to request annexation of their properties which border this site to the west. Staff is reaching out to WCS regarding the timing of this annexation request.
The subject property at 1268 Lewisburg Pike is within the Neighborhood Commercial Design Concept as defined by the Envision Franklin Land Use Plan. Plans were approved by the County to renovate the existing building for an early education center, and the applicant plans to continue with this use should the annexation be granted. This type of land use would be generally supported by Envision Franklin.
