Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a sanitary sewer extension agreement.

Background
On June 11, 2013 the BOMA approved Resolution 2013-18 "A Resolution Approving a Development Plan for Helm Square PUD Subdivision, Located at 4419 South Carothers Road, by the City of Franklin, Tennessee". On September 10, 2013 the Board of Mayor and Aldermen approved Resolution 2013-47 "A Resolution Approving a Development Plan for Water's Edge PUD Subdivision, Located at 4413 South Carothers Road, By the City of Franklin, Tennessee". At this time Helm Square PUD Subdivision would like to start construction of their onsite sanitary sewer system. City staff has not allowed them to proceed due to the fact that their proposed sanitary sewer system currently has no outfall into existing infrastructure. Water's Edge PUD Subdivision is required to build the necessary infrastructure to serve their site and Helm Square's site. At this time Water's Edge PUD Subdivision, Helm Square PUD Subdivision and the City of Franklin would like to partner in a cost sharing agreement to ensure the necessary infrastructure is installed to provide service to both developments. This agreement will allow the Helm Square PUD Subdivision to start construction of their onsite sanitary sewer infrastructure while protecting the City of Franklin's interests.
