Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Consideration of annual contract between the City of Franklin and The Housing Fund, Inc. for consultant services associated with developing and implementing affordable housing programs in conjunction with Franklin's Community Development Block Grant Program in the amount of $25,000.

Background
The Housing Fund, Inc. (THF) is a Nashville-based private, 501(c)(3) organization that offers affordable housing development consultant services and financing to nonprofit organizations, housing authorities, and community organizations for affordable housing and neighborhood revitalization projects. As endorsed by the Housing Commission and specified in Franklin's Consolidated Plan next year's funds have been designated to support Community Based Development Organizations in their efforts to create affordable housing, analyze impediments to Fair Housing and Fair Housing outreach, review and support homeless programs, and fund Public Facilities programs.

Financial Impact
HUD regulations allow communities to utilize up to twenty percent of CDBG funding to cover program administration. This year the City will receive $54,394.20 of which $25,000 has been designated for THF to assist with the administrative costs associated with creating the Annual Action Plan, CAPER (annual report) & the Analysis of Impediments.
