Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a Professional Services Agreement (PSA) with Barge Design Solutions (Barge) for the Design Phase of the Columbia Avenue Widening and Improvements Project.

Background
The widening of Columbia Avenue is needed to accommodate the projected traffic volume and increase the mobility to and from downtown Franklin. A few, recent key milestones in the development of this project are:

* April 11, 2018 - the City received FHWA/TDOT approval of the Project's NEPA Document, as developed by Barge Design Solutions (Formerly BWSC) during the Preliminary Engineering Phase (Environmental Only)

* April 26, 2018 - the City received the TDOT Notice to Proceed with the Funded Preliminary Engineering for Final Design Phase of Project Development

Staff recently negotiated the preliminary engineering for final design phase scope of services with Barge and proposes the following: See "Attachment A" to the proposed COF Contract No. 2018-0242 for Barge's detailed scope of services and compensation fee summary.

Financial Impact
The Columbia Avenue Widening Project, in its basic form, is funded entirely by Federal and State Funds (80% Fed/20% State). Because the City of Franklin is managing this project, it will be required to initially pay invoices and then request reimbursement from TDOT.
