Purpose
The purpose of this memorandum is to provide information to the Board of Mayor and Aldermen (BOMA) to consider contract 2014-0316 with TriTech Software Systems to upgrade the City of Franklin's existing CAD software in Public Safety Dispatch.
Background
TriTech Software Systems acquired VisionAIR software in 2013. VisionAIR had been Franklin's public safety software provider for Police and Fire for the past 15 years. Since the acquisition, TriTech has merged a lot of the software functionally of the two companies. This upgrade represents a major segment of that effort.
Two of the major enhancements to this software are an improved locator system for units in the field and improved software functionally via a more secure software platform. For the Fire Department, when a call is dispatched to them, only the fire stations that will respond to the call will be alerted. Today, a call goes to all stations which can be a nuisance depending on the time of the call.
Financial Impact
The cost for this upgrade is $87,500 which includes implementation support for the upgrade. The current annual maintenance fee for the VisionAIR CAD/Mobile is $117,643 plus $36,285 ($153,928 annual total) for the GeoComm unit specified locator piece. The GeoComm segment will no longer be needed. Our new fee payable in next year's budget is $99,264 which results in a saving of $54,664.
Recommendation
Approval of the software upgrade with TriTech Software Systems at a cost of $87,500 is recommended.
This item is in the current year budget for the Police Department.
