Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning  a contract between the City of Franklin and Tetra Tech, Inc, signed by Eric Stuckey, City Administrator, on behalf of the Board of Mayor and Aldermen.  
 
Background
The detention pond located on the backside of the City-owned transfer station, at the Municipal Services Complex, needs remediation and stabilization. In order to proceed with the planned work, a soil sample must be tested to identify any special or hazardous wastes that may exist in the soil. The sampling allows us to identify potential problem wastes associated with the silt in the bottom of the pond. Additionally, contractors can use the information gathered to better identify what wastes they need to dispose of when offering a quote for the stormwater pond re-construction.
 
Financial Impact
The cost associated with this Professional Services Agreement between the City and Tetra Tech, Inc is $2,100. This amount will be accounted for in the total budgeted for this project in the approved FY 2015 budget.

The City Administrator has authorized the soil sampling to better identify the needs associated with remediation and re-construction of the existing stormwater detention pond behind the City-owned transfer station at the Municipal Services Complex.
