Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) regarding electric scooters (e-scooters) as a transportation option and receive direction from the Board of Mayor and Aldermen.

Background

The Sustainability Commission brought to the City’s attention that e-scooters could be a potential new form of transportation. E-scooters were seen by the commission as a potential alternative that could reduce automobile trips and/or be a complement to transit services. The City researched other examples of cities involvement with e-scooter vendors including Nashville, Knoxville, Brentwood, Memphis and Asheville (NC). An internal deliberation was held between city employees from various departments to initially understand the specifics of potential e-scooter regulations. Regulation options discussed were the following: a scooter ban, a scooter district, and scooters allowed anywhere in city limits. Safety and liability were further researched as well. All findings were brought back to the Sustainability Commission before presenting at the Board of Mayor and Alderman Work session. body
