Purpose

The purpose of this memorandum is to provide the Board of Mayor and Aldermen (BOMA) with information to consider altering the Fire Department organizational structure, reducing the number of Captains and increasing the number of Lieutenant. 

 

Background

The Fire Department has recommended a transition of some Captain positions to Lieutenant positions. The change does not impact the total number of officers in the department, but does reduce the total number of Captains from 13 to 11 and increasing the number of Lieutenants by two positions. Two years ago, the Captains were reclassified to new pay grade. The reduction of Captains further refines the importance of these leadership positions and is reflective of the enhanced responsibilities of a Captain versus the Lieutenant position.  This will also allow there to be one Captain assigned per fire station.

 

Financial Impact

When implemented, the reductions of Captain will slightly decrease salary costs, but is not anticipated to be substantial

 

Recommendation

Staff recommends that the Board approve the City Administrator’s ability to modify the organizational chart to the levels identified above. These changes will occur over time as promotions or attrition occurs. This minor reorganization is an excellent opportunity for the Fire Department to continue stabilizing our leadership. It reinforces the Captains important leadership role while allowing more professional growth and experience for others within the Fire Department while serving the citizens of Frnaklin.
