Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Amendment No. 3 to the Professional Services Agreement (PSA) with Barge Design Solutions, Inc. (Barge) for the design of intersection improvements at East McEwen Drive and Cool Springs Boulevard.
Background
On February 14, 2017, the BOMA approved a PSA (COF Contract No. 2017-0007) with Barge Design Solutions, Inc. (f/k/a Barge Waggoner Sumner & Cannon, Inc.) to design improvements for the roundabout at East McEwen Drive and Cool Springs Boulevard/Oxford Glen Drive. The purpose of these improvements is to address operational issues at the roundabout that have occurred since its full opening in 2014. On February 13, 2018, the BOMA approved Amendment No. 1 to the PSA to allow for the design of additional modifications to the street lighting at the roundabout. On August 13, 2018, the BOMA approved Amendment No. 2 to the PSA to allow for the coordination and the design of utility relocations that would be necessary for the implementation of the proposed intersection improvements.
As the designers were nearing the completion of the plans in late 2018, the City's development services team was finalizing the review of the development plan submittal for the Avalon Square development, which is proposed to be built on all sides of the roundabout.
