SUBJECT:            Extension of the Interlocal Agreement between the City of Franklin and Williamson County for disposal of BOPAE (Batteries, Oil, Paint, Anti-freeze, Electronics) (10/14/14 WS)
 
Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning an extension of the original interlocal agreement between the City of Franklin and Williamson County for providing BOPAE drop-off services, to City and County residents, at the City-owned transfer station, 411 Century Court, Franklin, Tennessee.
 
Background
In September 2009, the City of Franklin and Williamson County entered into an interlocal agreement for the City to provide a location at the Century Court transfer station for accepting BOPAE items from County residents. Together, with Williamson County, we have collected wastes from these categories for the past five (5) years.
 
Initially, the City collected BOPAE waste Monday through Friday, 6:30 a.m. to 2:00 p.m. In May 2014, the City added the first Saturday of each month, 8:00 a.m. to noon to our schedule for drop-off services.  Hazardous wastes, those that are corrosive, flammable, ignitable and reactive, continue to be collected at the annual household hazardous waste event, hosted by Williamson County.
 
Financial Impact
The City of Franklin continues to recognize minimal financial impact associated with this service. The sale of recyclables generates enough revenues to help offset the operating expenses associated with this portion of our daily operations.
 
Recommendation
Staff recommends approval of the extension of the interlocal agreement between the City of Franklin and Williamson County for proper disposal of BOPAE items.
