Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the aerial flyover required to update the City's Geographic Mapping System
Background
Pictometry International Corp. is scheduled to fly the Brentwood area in late February 2015. We request that we allow them to capture the Franklin area at the same time. Brentwood has already signed an agreement with this vendor.
The City's current data dates back to 2012 and was provided by Pictometry International at that time. Our request is a 3 inch oblique imagery (aerial photography captured at 45 degree angles) with 4 inch orthophotography. Coverage area for the fly includes the City of Franklin's urban growth boundary (UGB) area as well. This data would be presented to the City after June of 2015. Pictometry will load a copy of this data into the Pictometry Connect (cloud solution) which will enable us to view oblique's for the years of 2009, 2012, and 2015. This gives us the ability to compare three sets of data via our ArcGIS desktop viewer we currently use today. As has been the practice, the two cities will share their data with each other.
Financial Impact
The cost for this upgrade is $51,743.64. $6,500 is due at contract signing with the remaining balance of $45,243.64 upon acceptance and verification of the data. This year's budget (FY15) impact is $6500 and next year's budget (FY16) will provide for the remaining cost. The fee is based on the area covered per GSA standard pricing.
Recommendation
Approval of the contract with Pictometry is recommended.
