Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2015-31, A Resolution to Appoint J. Lawrence Sullivan as Clerk of the City Court of Franklin, Tennessee.
 
Background
Article X, Section 4 of the Franklin City Charter, and Section 3-206 of the Franklin Municipal Code provide that the City Judge has the authority to appoint a Clerk of the City Court, who has the authority to perform certain duties. In October 2014, Judge Deana Hood was appointed by the BOMA to serve as City Judge. Since Judge Hood's appointment, J. Lawrence Sullivan has assisted her and fulfilled the duties of City Court Clerk. Therefore, pursuant to the Charter and the Municipal Code, Judge Hood desires to appoint Mr. Sullivan as Clerk of the City Court, and requests that the BOMA approve this appointment.
