body

Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning professional services agreement with C.I. Thornburg Company, Incorporated for the Installation of the Flex Net System for the Automatic Metering Infrastructure.

Background

The Water Management Department is working through installation and initiation of automatic metering infrastructure that will provide real-time data for water usage for WMD personnel and customers to better identify leaks and improve billing accuracy.

As part of this Agreement, towers will need to be installed throughout the City to transmit data from residential meters to the main system, in addition to the integration of the data into the City’s billing methodology.  Another part of this project is the changing of all meters within the City, which the WMD is working through with current staffing levels to help reduce overall project costs.

Financial Impact

This total project cost of $280,998.50 has been budgeted over two years in both the Water General (421-89320-52109) and Wastewater General fund (431-89320-52219), as an equal split, for FY 20 and FY 21.
