Purpose

The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Professional Services Agreement (COF Contract No. 2017-0244) with Hazen and Sawyer for the Regulatory Assistance Project in an Amount Not-to-Exceed of $24,500.00.

 

Background

The City of Franklin owns and operates a 12 mgd water reclamation facility that is currently being upgraded to 16 mgd.  As the City continues to develop and population increases, the need for additional infrastructure has been identified beyond the additional capacity that will be obtained from the existing WWTP construction.  One such infrastructure need that has been identified is the construction of a new WWTP.  Due to the unique needs of this watershed, the City will need to evaluate advanced reuse options for the effluent from this new WWTP.

 

The evaluation of advanced reuse options may include watershed studies, nutrient recovery and/or elimination practices, water quality data, and involvement in the Total Maximum Daily Load (TMDL) study being performed by EPA and TDEC.

 

Financial Impact

The cost for services as negotiated with Hazen and Sawyer is $24,500.00.
