Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Professional Services Agreement (PSA) with Civil Infrastructure Associates (CIA) to design the improvements to the existing water and sanitary sewer lines in James Street and Avondale Drive.
 
Background
The existing water lines in James Street and Avondale Drive are six-inch (6") in diameter; the sanitary sewer lines are eight-inch (8") in diameter, both of which are in poor condition.  The water lines are cast iron and have reached the end of their useful life.  The sanitary sewer lines have roots and other intrusions that are affecting the structural integrity of the lines.  James Street and Avondale Drive are also in poor condition and are in need of being repaved.  It is the City's intention to improve the water and sanitary sewer lines and then pave the streets.
 
Financial Impact
The cost as negotiated with CIA for the design services is a total amount not to exceed $83,350.00.  Based on the work involved, the proposed cost appears to be appropriate.
