Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning an internal investigation.
Background
It is recommended that the law firm of Barrett Johnston Martin & Garrison, LLC provide assist the City of Franklin by conducting an internal investigation. The terms of representation have been outlined and Barrett Johnston Martin & Garrison, LLC is in receipt of the City’s Law Department Policy and Procedures for Outside Counsel. The Law Department has requested that Attorney David Rivera and his staff take precautionary measures to become familiar with the terms of the Policy. This review was requested by the City Administrator based on concerns shared by Williamson County Schools Superintendent Mike Looney regarding an incident he was involved in at Franklin High School on February 20, 2018.
Financial Impact
The current rates/hour for contract work are as follows:
• Attorneys - $500.00/hr
• Associates-$200.00-$350.00/hr
• Paralegals -$150/hr

Staff recommends that the Board of Mayor and Aldermen acknowledge receipt of this report of execution for Contract No. 2018-0150 to retain Attorney David Rivera and his firm, Barrett Johnston Martin & Garrison, LLC, for outside counsel services.
