Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the status of the proposed Parks Master Plan. The primary goal of the year-long study has been to develop a comprehensive vision for specific parkland and connectivity in our community with an emphasis on context, location, preservation of natural resources, community vision, and suggested revisions to the parkland dedication policy. The vision and recommendations included this Master Plan are intended to guide future development and use of the City's parks over the next (10) ten years.

Background
The City of Franklin Parks Department represents one of the most unique parks and recreation agencies in the State of Tennessee. In August 2014, Barge Waggoner Sumner and Cannon was commissioned to develop a vision and framework for guiding park related facilities and amenities decisions over a multi-year period. Since August 2014, the Barge Waggoner Sumner and Cannon team has facilitated a variety of public meetings, stakeholder discussions, and surveys to obtain needed input for the creation a Parks Master Plan. Equally important, the Barge Waggoner Sumner and Cannon team has reviewed previously completed plans, studies, recreation needs surveys and, the recreational expectations and trends of the current and future population of the City of Franklin.
Financial Impact
The total cost of the Parks Master Plan is $150,000 and was fully funded in the fiscal year 2014-15 budget. In the coming months, a series of meetings and discussions with the Board of Mayor and Alderman will focus on the adoption of a revised Parkland Dedication Ordinance and funding plan.
