Discussion Regarding Stormwater Project Funding (Continued from 6/26/18 WS)

Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning stormwater capital projects and project funding.
Background
Over the past few weeks, staff has been evaluating and prioritizing current and future stormwater projects. The stormwater projects were ranked by the Engineering Department based upon the 4 themes of the FranklinForward Strategic Plan. These projects are broken up into the following tiers:
• Top 25% (««««)
• Top 50% («««)
• Bottom 50% (««)
• Bottom 25% («)
It is important to note that simply being listed in the CIP shows a project’s need and merit. The tier system is simply a way to allow the City to focus on its most urgent needs. Ultimately, staff is seeking direction from the Board on how to proceed with the projects. With limited stormwater funding in the budget, it has become obvious that we cannot fund all the projects over the next 2-3 years and the projects need to be prioritized by the Board based on funding availability. Staff will provide an overview of the all the projects.
