Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning Resolution 2018-06, “A Resolution Approving the Proposed Alignment Shift of SR 397 / Mack Hatcher Parkway”.
Background
In March of 2006, the Tennessee Department of Transportation began the Context Sensitive Design process to Develop State Route (SR) 397 / Mack Hatcher Parkway. The City and TDOT eventually approved a final alignment of the northwest and southwest quadrant for SR 397.
Clayton Properties Group, Inc. has requested approval to change the planned alignment for a section of the SW quadrant of SR 397 / Mack Hatcher Parkway to accommodate the Shadow Green Subdivision PUD. On 10/11/2017, the Board of Mayor and Aldermen approved Resolution 2017-20, “A Resolution Approving a Development Plan for the Shadow Green PUD Subdivision, for the Property Located at 1152 Hillview Lane.” The approved development plan included the alignment shift of SR 397 / Mack Hatcher Parkway. As a condition of approval, the developer is required to obtain approval from the Tennessee Department of Transportation and the City of Franklin prior to proceeding with the Development. On December 22, 2017 City staff received a letter from the Tennessee Department of Transportation approving the proposed alignment shift.
