Background/Staff Comments
The purpose of Ordinance 2016-010 is to amend the Floodplain Protection Standards in the Franklin Zoning Ordinance to update the list of Flood Insurance Rate Map (FIRM) Community Panel Numbers to include panel numbers 47187CO184F, 47187CO355F, and 47187CO360F.
• The City of Franklin is a participant in the Federal Emergency Management Agency’s (FEMA), National Flood Insurance Program (NFIP).
• The NFIP requires communities to adopt floodplain regulations and maintain certain requirements in order to participate in the program.
• The City adopted the NFIP regulations in 2011 as part of the Floodplain Protection standards.
• The areas of special flood hazard identified on the FIRM panels form the basis for the location of the FWO (Floodway Overlay District) and FFO (Floodway Fringe District) Overlay Districts shown on the Zoning Map.
• The staff identified three FIRM panels (184F, 355F, and 360F) that need to be added to the list of FIRM panels listed in Subsection 5.8.5(2)(b), Basis for Establishing the Areas of Special Flood Hazard.
• The FWO and FFO Districts for these panels are shown properly on the Zoning Map and no changes are needed to those Districts.
