Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning an agreement between the City of Franklin and State of Tennessee Department of General Services that allows the City of Franklin Water Management Department to replace a section of clay sanitary sewer line located on state property in anticipation of developing the new Carter House Visitor Center. The State of Tennessee has agreed to reimburse the City it's out of pocket expenses (i.e. labor, equipment, and materials).
Background
The Tennessee Department of General Services is in the process of obtaining development approvals for construction of a new Carter House Visitor Center on Fowlkes Street. During the review of the development plans City staff identified an old section of clay sanitary sewer serving the property that needs to be upgraded. The State of Tennessee requested the City's help in replacing this section of sanitary sewer and has agreed to reimburse the City it's out of pocket express up to $100,000. The City's Water Management Department has commenced work and is nearing completion which will allow the State to commence demolition and re-construction of the new Carter House Visitor Center in the coming months.
Financial Impact
