Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Memorandum of Agreement (MOA) among the United States Department of Housing and Urban Development, Harpeth Apartment Associates, LLC, and the Tennessee State Historic Preservation Office Regarding the Harpeth Square Apartments, City of Franklin, Tennessee (COF Contract No. 2017-0220)
Background
Harpeth Square Apartment Associates, LLC was required to go through a Section 106 review process due to the use of Federal loan insurance offered by the United States Department of Housing and Urban Development (HUD) for the Harpeth Square development. The Tennessee State Historic Preservation Office (SHPO) determined that the project may have an adverse impact on the Downtown Franklin National Register Historic District. HUD and SHPO determined that Harpeth Apartment Associates, LLC must provide the following mitigation measures in order to take into account any potential adverse impact on the Downtown Franklin National Register District:
* Fabricate and install an Interpretative Panel to detail the general history of the Harpeth Square project site;
* Contribute $50,000 to the restoration and rehabilitation of the Masonic Lodge National Historic Landmark located at 115 2nd Ave S. The City of Franklin is responsible for overseeing the expenditure of fun...
