Consideration of Contract 2015-0373 between Edge Planning, Landscape Architects, and Urban Design and the City of Franklin in the amount of $10,750 for engineering and technical services related to the Lockwood Glen Park Master Plan.

Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning entering into a professional services agreement with Edge Planning, Landscape Architects and Urban Design for the design services for approximately 80-acres known as Lockwood Glen Park.
Background
Representatives from Crescent Lockwood LLC approached the city regarding potential of creating a city-owned park located immediately adjacent to the west of the new South Carothers Parkway, south of Falcon Creek subdivision. The scope of the proposal is to design, create a vision and finally a master plan for the future park. Crescent Lockwood LLC is offering to pay half of the total design cost for the master plan with the City of Franklin paying the other half. The cost of development shall be included in a priority ranking system prepared by the Board of Mayor and Alderman in early 2016.
Financial Impact
The City of Franklin and Crescent Communities each shall assume responsibility for an amount not to exceed $10,700. The fees shall either be paid for through the Hotel/Motel tax or from Parks Departments general fund expenses in the current fiscal year budget.
