Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning obtaining a grant to acquire and demolish a repetitive loss flood property on 154 Lancaster. 

 

Background

The Flood Mitigation Assistance Program administered by the Federal Emergency Management Agency (FEMA) and the Tennessee Emergency Management Agency (TEMA) will provide the City of Franklin with $224,325 as a grant towards acquiring and demolishing a single family residence in the Flood Fringe Overlay.  The property is located at 154 Lancaster Drive (see attached map).  The City will have to provide matching funds equal to 10% of the grant in the amount of $26,925.  The location of the property will potentially be beneficial to the community as a connection between Harlinsdale and Bicentennial parks.

 

Financial Impact

The City will pay 10% of the costs for this project up to an amount of $26,925.  The Building and Neighborhood Services Department budget for fiscal year 2016 does not currently include funds for this purpose.  An amendment of the City’s fiscal year 2016 budget may therefore be necessary to allocate funding adequate for this purpose and, in particular, for this purchase. The property will be required to be maintained by the Parks Department similar to other flood hazard acquisitions that have been made since 2010.

 

Recommendation

  

Staff recommends allocating the $26,925 needed as a match to obtain the grant.
