Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a temporary reduction in speed limit on Hillsboro Road.

 

Background

The bid opening for the Hillsboro Road Improvements Project Phase 2 was held on Friday, January 22, 2016.  The contract was then awarded to Eutaw Construction Company, Inc. in the amount of $11,995,005.13. 

 

Hillsboro Road is classified as a Major Arterial within the City’s Major Thoroughfare Plan and the current speed limit is 35 MPH.  The construction zone required to complete the Hillsboro Road Improvements Phase 2 Project will stretch from Del Rio Pike to Mack Hatcher Parkway.  Staff is proposing a temporary reduction in the speed limit, from 35 MPH to 25MPH, for the safety of the construction workers, city staff and the general public.

Staff recommends approval of Ordinance 2016-17, “An Ordinance to Temporarily Reduce the Speed Limit on Hillsboro Road (SR-106) From Del Rio Pike to Mack Hatcher Parkway to Twenty Five Miles Per Hour (25 MPH) in Both Directions for the Duration of the Hillsboro Road Improvements Phase 2 Construction Project.”
