Consideration of a Professional Services Agreement (COF Contract No. 2017-0297) with Civil & Environmental Consultants, Inc for the Carlisle Subdivision Channel Analysis for an Amount Not-to-Exceed $18,500.00 (11/30/17 CIC 4-0)

body

Purpose

The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning a professional services agreement (PSA) with Civil & Environmental Consultants, Inc. (CEC).

Background

An existing channel between the Carlisle Subdivision and Founders Point Subdivision has created localized flooding within the Carlisle Subdivision.  Specifically, the property located at 1356 Barkleigh Lane has had water within its garage and crawl space on two (2) occasions within the last six (6) months.  The purpose of this project is to analyze the channel’s hydraulic capacity and to provide the City with a report.  The report will include the capacity of the existing channel and the required cross sections for the channel to accommodate the 25-year, 50-year and 100-year flows and options for addressing the localized flooding.  Once evaluated, staff will present this information to BOMA and obtain direction on how to proceed with possible improvements.

Financial Impact

The total cost of this PSA is $18,500 to be paid out of the Engineering Departments Stormwater Budget.  The General Ledger code to be used for project expenses is 135-82540-43125.
