The purpose of this memo is to provide information to the Franklin Municipal Planning Commission (FMPC) concerning a site plan for the City of Franklin Water Treatment Facility.

Background/Staff Comments
The applicant seeks a design modification to allow the use of metal panels on the structure, particularly the southwest elevation. Section 5.3.6 (7) (f) (iv) of the Franklin Zoning Ordinance lists corrugated metal as a prohibited material. In this case, staff supports the design modification for the following reasons: 1) most of the exposed metal panels are on the southwest elevation, which faces an existing structure, thereby making the southwest elevation not visible from the public realm, and 2) the distance from Lewisburg Avenue and the relative isolation of the proposed structure mitigate the visibility of the side panels. Staff recommends approval of the design modification request.
