Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the recognition of one of the City's valued team members.

Background
The Middle Tennessee Code Officials Association is an organization whose membership is primarily code officials, but is open to professionals in the construction industry. The organization's primary purpose is to provide training and educational opportunities for its membership, as well as serving as a forum for code officials to share information and best practices in serving our communities. Several of Franklin's former employees, Gary Luffman, Randall Tosh, and Steve Cook, were instrumental in the formation of this organization, now numbering over 200 members. Each year, this organization holds an annual banquet and presents awards for outstanding service. Norm Odeneal, a Plans Examiner II - Electrical, has been chosen as a recipient of the Code Official of the Year award from among all of the communities in Middle Tennessee. Norm is an excellent example of the caliber of employee that is typical here in the City of Franklin, all of whom spend their careers dedicated to serving the public. Norm will be retiring this year after 15 years of service.

Some of the highlights of Norm's career:
* 25 years of public service including 15 years with the City of Franklin
* Passed tests for over 23 categories by the International Code Council and the International Association of Electrical Inspectors
* Licensed by the State of Tennessee as a Building, Plumbing, Fire, Mechanical, and Electrical Inspector
