Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning potential odor emissions that are reported by residents on the western side of town, near the Water Reclamation Facility (WRF) and surrounding pump stations.
Background
Odor complaints have been received from residents around the WRF indicating the surrounding facilities may be contributing to potential odor emissions. The Water Management Department has responded to these complaints each time they have been received; however, odors often quickly dissipate and are undetectable.
This study will scientifically evaluate the potential for odor emissions from the WRF and surrounding areas that may be contributing to these complaints. The consultant will collect field data, analyze and interpret the data, and provide a report summarizing any potential recommendations for improvement.
Financial Impact
The study cost is $40,740 and is included in the FY19 budget. Work will not commence until the budget is approved, however the PSA needs approval prior to the beginning of the fiscal year so work can begin this summer.
