Purpose
The purpose of this memorandum is to provide the Board of Mayor and Aldermen (BOMA) with information to consider an appropriation of funds to Franklin First United Methodist Church for improvements made at the intersection of Mack Hatcher and Aldersgate Way.

Background
Resolution 2010-40, A Resolution Approving a Concept Plan for Franklin First United Methodist Church, Totaling 106.15 Acres Located at 111 Daniel McMahon Lane, was unanimously approved by the BOMA at the July 27, 2010 Board of Mayor and Aldermen Meeting. As part of their development, the developer (Franklin First United Methodist Church) was required to complete the following improvements:
1) Signal Design and Intersection Improvements at Mack Hatcher Parkway and Aldersgate Way
2) Aldersgate Way Design and Construction
3) 8' Wide Multiuse Trail and Pedestrian Bridge Construction
4) Public Access Easement Serving City of Franklin Property

Below is a summary of the improvements and estimated cost from the developer:

Signal Design and Intersection Improvements at Mack Hatcher Parkway and Aldersgate Way
The Department Review Team required the developer to upgrade the existing signal at Mack Hatcher and Spencer Creek Road to provide a 2nd access to their property. In addition, the developer is to make grading, drainage and pavement modifications to the median on Mack Hatcher to install two left turn storage bays.
