Discussion Regarding Processing of Curbside Recycling by Marshall County

Purpose
The purpose of this memo is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning changes to the processing of our blue bags collected from curbside in our residential recycling service.
Background
Williamson County requested bids for contractors to operate their county-owned recycling facility in September 2014. The County bid documents included the requirement for the contractor to accept City blue bags, but did not limit the tip fee associated with accepting and processing our blue bags. The County stated the chosen vendor would need to work directly with the City to solidify the arrangements for processing of blue bag recyclables. On October 13, 2014, the contract for operating the Williamson County recycling facility was awarded to P&H Properties.
In parallel with the County process, our SES team working with Purchasing sought quotes to handle the City's recycling directly. The County understands the City will be exploring options in addition to the County contractor. Becky Caldwell, Director of SES, and City Administrator Eric Stuckey met with County Mayor Rogers Anderson and County Solid Waste Director Nancy Zion to discuss the process and mutually agreed to this approach.
In pursuing options for processing the City recyclables, Becky met with Morgan Thomas, Marshall County Solid Waste Director, to explore an intergovernmental agreement to accept Franklin's recyclables. Marshall County recently purchased a vacant manufacturing building and has developed the facility into an efficient, organized recycling processing operation.
