Purpose
The purpose of this memo is to provide information to the Franklin Municipal Planning Commission (FMPC) concerning a Land Use Plan Amendment for the 5th Avenue North area.
Background/Staff Comments
This Land Use Plan Amendment includes main policy statements from the Community Planning Assistance Team (CPAT) report as discussed at the January joint workshop and reorganizes some of the information in the current plan for flow and cohesion.
Central Franklin Special Area 9 boundaries would be modified slightly to include a few additional properties on the east side of 5th Avenue N. The north portion of Special Area 2 would become a new Special Area 10 so that recommendations could specifically address those in the CPAT report.

PROCEDURAL REQUIREMENTS:
Upon approval of the Land Use Plan Amendment, the staff will draft Zoning Ordinance text amendments to allow for the implementation of these policy statements.
