Purpose

The purpose of this memo is to forward a request for Sanitary Sewer Availability for 4101 Clovercroft Rd (Map 080, Parcel 44.01)

 

Background

A request for sanitary sewer availability for 4101 CLOVERCROFT RD known as Tax MAP 080, PARCEL 44.01 was submitted on May 14, 2015.  The request is for 88 SFUEs through a 3” domestic water meter.  This property is located outside of the City of Franklin city limits but within the City’s Urban Growth Boundary. Sewer is currently located in the Ivy Glen Subdivision and would require a 1,450’ LF main line extension to get sanitary sewer to the property line.  In addition we would be required to take the Ivy Glen Pump Station offline.  The conceptual improvements shown on the attached map will need to be validated as part of a final engineering study and design.

 

If sanitary sewer is denied, as requested by the applicant, the property would be allowed to develop under County Regulations. 

 

Financial Impact

If this property is allowed to develop under the County regulation it should be noted that we would not receive the numerous development fees to include road impact fees or facilities tax.  In addition the developer would not be required to dedicate the necessary right-of-way along Clovercroft Rd.  Future right-of-way would be acquired at fair market value when future improvements are made along Clovercroft Rd.  

 

Recommendation

It is staff’s recommendation to approve sanitary sewer availability and require annexation as a condition of approval.
