Purpose
The purpose of this memorandum is to present to the Board of Mayor and Aldermen (BOMA) information to consider an interlocal agreement between Williamson County, Tennessee and the City of Franklin, Tennessee, for automatic response to calls for law enforcement assistance.
 
Background
The government of Williamson County, Tennessee, is requesting the City of Franklin enter into an interlocal agreement to provide automatic response to calls for police services.  By virtue of this agreement, the City of Franklin would, upon request, send law enforcement personnel and equipment, and respond to calls outside of Franklin City limits. This agreement essentially memorializes the current practice of providing mutual aid within the county.  The County attorney has indicated that having a formal agreement in place is protective of both the City and County.  The agreement has been drafted pursuant to TCA §6-54-301, et.seq. and TCA §12-9-101, et.seq.  
 
Financial Impact
The City of Franklin would be responsible for its own cost for the call out for service within Williamson County, but outside of the Franklin Police Department's jurisdiction.  The agreement states the City of Franklin would agree that monetary compensation shall neither be expected nor received for the call out expense.  
 
Recommendation
Approval of the agreement is recommended.
