The site plan proposes a 34,200 SF self-storage building and the enclosing of several storage parking spaces on an existing self-storage site. The use, self-storage facilities, is a nonconforming use that is allowed to expand under Tenn. Code Ann. 13-7-208. The site plan proposes an alternative parking requirement of 1.35 space for every 100 storage units, based on the guidelines from the Institute of Traffic Engineers. The staff supports this proposed alternative requirement. A fire lane is being provided between the existing building and the new building, with a curb cut proposed on Southwinds Drive. Due to the proximity of this driveway to the nearest intersection, this access will be gated for Fire Access only. This site plan includes an incompatible land use buffer along the south side of the property, to help minimize disturbance between the proposed structure and the adjacent existing multifamily use.
