Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the network infrastructure connectivity to support the consolidation of the Williamson County Emergency Operations Center.
Background
In order to allow data to flow between Williamson County, City of Franklin, and City of Brentwood for the Computer-aided dispatch (CAD) system, a data network has to be in place. After the City of Franklin consolidates with Williamson County's dispatch center, the CAD system will be located at Williamson County. The City of Franklin will still have a need to access the data from that system for the Field Based Reporting (FBR), Mobile operations, Records Management Systems (RMS), and various other interface to software applications, such as Fire House, used by our Fire Department. The City of Brentwood will act as a backup dispatch site for Williamson County, creating the need to have connectivity them as well.
It is essential that the network between the agencies is setup in a manner that allows for secure communications internally in each agencies and only passes the data needed to support the consolidation efforts. Security and redundancy are the top concerns in this project and this design is setup to address each of these concerns.
During the planning stages of the Consolidated Emergency Communication Center, three working groups were formed: Operations Group, Policy Group, and Technical Group.
