Project Status Update on the Downtown Parking Capacity and Management Study

Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the Downtown Parking Capacity and Management Study
Background
The Board approved the Downtown Parking Capacity and Management Study in August of 2016. The data collection portion of the scope has been completed and generally included the following:
1) Inventory - Number of spaces for public on-street parking, public garages, publicly leased lots and selected private lots.
2) On-street Striping Plan - Creation of an on-street striping plan to determine proper layout for on-street parking within the stud area
3) Parking Utilization Study - Data collected on how many vehicles pared per block. Done via a field survey on 30 minute interval.
4) Parking Duration Study - Data collected in the core, walkable portion of the study area using License Plate Recognition Survey on an hourly basis. Indicates how long parking spaces are occupied.
Staff will provide a short presentation to review the existing conditions so that we can obtain feedback from the Board of Mayor and Aldermen.
