Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning legislative counsel for the 2017 Tennessee General Assembly legislative session.
Background
It is recommended that the law firm of Frost Brown Todd, LLC provide legislative counsel for the 2017 Tennessee General Assembly legislative session on behalf of the City of Franklin. The terms of representation have been outlined and Frost Brown Todd, LLC is in receipt of the City’s Law Department Policy and Procedures for Outside Counsel. The Law Department has requested that Attorney Thomas H. Lee and his staff take precautionary measures to become familiar with the terms of the Policy.
Financial Impact
The current market rates for general municipal work are as follows:
• Attorneys $195.00
• Associates $175.00
• Paralegals $65.00

Staff recommends that the Board of Mayor and Aldermen acknowledge receipt of this report of execution for Contract No. 2017-0001, to retain Attorney Thomas H. Lee and his firm, Frost Brown Todd, LLC as legislative counsel for the 2017 Tennessee General Assembly. Pursuant to the authority previously granted by the Board of Mayor and Aldermen, Contract No. 2017-0001 has been executed by the City Administrator and is attached.
