Purpose
The purpose of this resolution would be to authorize the use of the competitive sealed proposal procurement method for selecting the solution and service provider for wastewater flow monitoring services for the Water Management Department for a term of award.
Background
Tennessee law and City ordinance both require the Board of Mayor and Aldermen to authorize use of the use of the competitive sealed proposal procurement method for choosing suppliers and service providers whenever the Board determines that the uses of competitive sealed bidding is either not practicable or not advantageous for the City.
For the planned procurement listed above, competitive sealed bidding is either not practicable or not advantageous to the City because qualifications, experience, and competence are more important than price in selecting the recommended solution and service provider, and because there is more than one solution to the needed purchase and the competitive sealed proposal procurement method will assist in selecting the responsive solution and responsible service provider that would best meet the City's needs.
