Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the increase of the hourly rate for extra-duty officers and the use of patrol cars for extra jobs.
Background
For years, it has been the policy of the City to provide the services of extra-duty officers to business, churches, and events as requested or as part of special event applications. Event organizers pay for the services received by Police Officers based on a set hourly rate. Currently, the extra duty rate is set at $35 per hour for officers ($30 per hour plus a $5 administrative fee) and $45 per hour for supervising officers ($40 per hour plus a $5 administrative fee). The City of Franklin last adjusted the extra-duty rate in 2012. The labor rates and other operational expenses have continued to rise during this time period. In addition, rates in neighboring jurisdictions are higher than Franklin's extra-duty rate as well.
The proposed resolution would authorize the increase in the extra-duty rate to $45 per hour for officers and $55 per hour for supervising officers. In addition, the City would charge $5 per hour for workers' compensation coverage. The one exception would be the charge for extra-duty work with Williamson Medical Center, where rates would remain at the $35 per hour for officers and $45 per hour for supervising officers.
