Purpose
title
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the City's submittal to the Department of Housing & Urban Development (HUD) a report of how the funding from the Community Development Block Grant (CDBG) program from the previous year was spent and how it relates to the objectives of the City of Franklin's Consolidated Plan for Housing and Community Development. This allows HUD and the citizens to review the progress made in the previous year.

Background
title
Since 2007, the Department of Housing and Urban Development (HUD) has recognized the City of Franklin as an "entitlement city". As an entitlement community, the City of Franklin is eligible to receive Community Development Block Grant (CDBG) funding annually. Included with the award is the responsibility to provide a comprehensive report of how the City spends the funds each program year. The City of Franklin was awarded $318,360 for Program Year 2018-2019. The following table provides a summary of how the funds were allocated and expended for the year:
