Purpose
The purpose of this memo is to provide information to the Franklin Municipal Planning Commission (FMPC) concerning a rezoning request for three properties located at 1127 Murfreesboro Road.

Background/Staff Comments
This project proposes to rezone three properties located behind the Williamson Square shopping center from General Commercial to Specific Development-Variety with a residential density of 3.39 units/acre and 68,691 square feet of assisted living space.  The proposal would be considered less intense than what is possible under the current zoning, in terms of number of stories allowed and parking required.  The central property, currently occupied by a church, is not a part of this rezoning request. However, as staff is recommending disapproval of the corresponding development plan due to noncompliance with recorded setbacks for the subdivision and significant site layout and architectural conerns, staff cannot support this rezoning until issues with the development plan are resolved.
 
The Franklin Land Use Plan supports the proposed mix of land uses.
