Purpose
The purpose of this memorandum is to provide the Board of Mayor and Aldermen (BOMA) with information to consider a professional services agreement with Barge Waggoner Sumner & Cannon, Inc. for the Parkview Drainage improvements Study Project

Background
The Parkview drainage area consists of approximately 50-Acres. This area is located in an older section of the City and has been experiencing redevelopment over the past few years. The Stormwater infrastructure is old, undersized and not adequate to handle the drainage within that basin. This area has been a problem for many years and was evaluated in 1995 by City of Franklin.

One reason City staff is recommending this study at this time is due to the fact that our water and sewer department is having operational issues in this area that need to be addressed over the next 2-3 years. The goal is to create one project to upgrade all necessary City infrastructure within the limits of the project to minimize impacts to the public right-of-way and reduce long term cost associated with rebuilding the roadway. Following this study, staff will bring forward a Professional Service Agreement to replace the necessary infrastructure for the Board's consideration.

Financial Impact
This professional services agreement is for an amount not to exceed $48,750. The Board of Mayor and Aldermen approved $100,000 as part of the FY2014-2015 Budget under Stormwater - Engineering (82560 Consultant Services for Stormwater Management Master Plan Modeling).
