Purpose
The purpose of this memorandum is to provide information to the Franklin Board of Mayor and Aldermen (BOMA) concerning the renewal of a retail sale certificate for grocery stores selling wine.
Background
On March 20, 2014, the Governor signed into law Public Chapter 554, commonly known as the “wine in grocery stores” law, permitting the sale of wine in grocery stores effective July 1, 2016.
As of July 1, 2016, any grocery store selling wine must have at least one employee who holds a manager’s permit. The City issues permits and renewals to Grocery stores within the city limits, upon clear background check approvals. The required background checks have been performed on specific company executives and the store’s managing agent(s) for the store above; all applicants for this location have passed.
The City renewal permit is issued in the name of the store manager and company executives.
